WCVA and Welsh Government’s National Office for Care and Support are exploring ways to support good social care commissioning relationships that use collaborative approaches and methods.
We want to identify local commissioners of care and support, and voluntary sector organisations who are enthusiastic and engaged in building good relationships in line with the National Framework for the Commissioning of Care and Support in Wales: Code of Practice and the Code of Practice for Funding the Third Sector.
WCVA intend to lead on a funding bid to provide financial resources for specialist facilitation and suitable remuneration for voluntary sector organisations and services, to ensure they are valued for the time they dedicate to this work.
This expression of interest is for Statutory Commissioners to complete so we can be assured the necessary service budget is available for allocation once commissioning relationships have been established and a new approach to meeting need is agreed. Please note there is no guarantee of funding at the current time. The approach is to develop a bid collaboratively with the selected interest partners.
AREAS OF SIGNIFICANCE
Expressions of Interest are particularly welcomed in relation to Commissioning subject to the National Framework for Commissioning Care and Support. Areas that are particularly relevant in the current policy landscape are:
- integrated community care system
- elimination of profit from children services
- care and support at home
- support for carers
- mental health and wellbeing
- learning disability services
Johanna Davies, WCVA Head of Health and Social Care, said: ‘Today, the voluntary sector is a critical pillar of our health and social care system but charities are struggling to obtain full cost recovery and in some instances charities are using reserves to backfill public sector contracts.
‘Commissioners in Wales also want to do things differently but support is needed to do collaborative commissioning well. That’s why we are working with the National Office for Care and Support to develop this Collaborative Commissioning project.’
