The consultation on the Code of Practice for Funding the Third Sector continues this September, here’s how you can get involved.
WHAT IS THE CODE OF PRACTICE FOR FUNDING THE THIRD SECTOR?
The Code of Practice for Funding the Third Sector is a set of principles that, when applied well, ensure good practice in funding voluntary sector organisations. The Code applies to Welsh Government funding, and Welsh Government funding delivered by other public sector organisations, such as local authorities and health boards.
The Code was first introduced in 2014 as part of Welsh Government’s Third Sector Scheme which outlines how Welsh Government maintains its relationship with the voluntary sector in Wales.
THE CONSULTATION
In 2023, the Funding and Compliance Sub-committee of the Third Sector Partnership Council (TSPC) set about refreshing the Code (WCVA is a member of the sub-committee, along with a number of representatives from the TSPC and Welsh Government’s Grants Centre of Excellence).
Over the Summer of 2023, we consulted on five new principles for this Code:
- early and continuous dialogue
- flexibility
- appropriate funding mechanisms
- equity
- valuing and outcomes
The new principles were well received by everyone who engaged in the consultation. We are now consulting on draft guidance that expands on how each principle can be applied in practice.
HOW YOU CAN GET INVOLVED
There are two ways you can take part in this consultation.
1. Come along to one of our consultation events
- 16 September 2024 – Cardiff
- 17 September 2024 – Carmarthen
- 24 September 2024 – Llandudno
- 25 September 2024 – Online
Our events will explore scenarios where applying the principles has:
- led to positive funding experiences and impact for public sector funding recipients, or
- has positively changed a funding recipient’s experience or prevented negative impacts.
We would also like to hear your thoughts on how compliance with the Code could be encouraged and applied.
2. Respond to our survey
Please take time to share your thoughts on the principles. This is also an opportunity to share your experiences of good (and less good) public sector funding. The deadline for responses is 5 pm Friday 4 October 2024.
